Cowboy Pipeline Operators LLC (CPO) is an experienced full-service pipeline operation and maintenance entity located in Houston Texas.

WHO ARE WE?

Cowboy Pipeline Operators LLC (CPO) is a full-service pipeline operation and maintenance entity.

While CPO was recently formed in early 2015, the principals Eric DuBose and Jim Smith have been operating and maintaining pipelines since 2000. One team member, John Dees, has been in the operation and maintenance of pipelines for over 40 years!

WHAT CAN WE DO FOR YOU?

Our CPO team assists with all aspects of operating and maintaining pipelines from those that are regulated by the Texas Railroad Commission (TRC) / U. S. Department of Transportation (USDOT), via the Pipeline and Hazardous Materials Safety Administration (PHMSA), and those that are not so regulated for which CPO handles them using the “best practices” method.

Whether our clients’ pipelines are regulated or not, CPO will handle the required tasks so that our clients can focus on their specialties and not be bogged-down with all of the regulations, paperwork, annual filings and/or tasks that are required to maintain their pipelines to standards while protecting their pipelines and reducing corresponding liabilities.

Over the sixteen (16) plus years that Eric and Jim have been operating and maintaining pipelines, they have been blessed with a number of clients from privately held companies to publicly traded companies. Our pipeline portfolio is extensive and includes 56 pipelines with a mix of regulated (gas and liquid) and non-regulated (gas and liquid) consisting of 180 miles. Our niche is handling the pipelines outside the plant fence.

SERVICES WE OFFER

In general, CPO’s menu of services consist of the following:

Develop and prepare gas Operations & Maintenance Manual in accordance with 49 CFR 192 for the gas pipeline (regulated gas pipelines) and/or 49 CFR 195 for the liquid pipeline (regulated liquid pipelines).

Develop and implement Damage Prevention programs (regulated and non-regulated).
Monitor and supervise all foreign pipeline crossings, respond to “One-Calls” and report/monitor such related activities as new excavation in the area, fresh surveyor’s stakes and construction near the pipelines, including visual inspection of pipelines (if exposed) during foreign pipeline construction.
Ability to monitor pipelines in a secured control room 24/7/365 (regulated and non-regulated).
Ability to remotely close valves and other devices in the event of an upset in a pipeline (regulated and non-regulated).
Develop and implement TRC Operator Qualification programs and Operator Qualification in-house training (regulated and non-regulated).
Develop and implement TRC and PHMSA Compliant Integrity Management programs (regulated and non-regulated).
Perform and record High Consequence Area determination studies (regulated and non-regulated).
Perform and record Risk Analysis studies (regulated and non-regulated).
Perform and record cathodic protection inspections throughout the year, including the main annual atmospheric corrosion inspection (regulated and non-regulated).
Perform and record inspections for soil-to-air interface corrosion once every three (3) years (regulated and non-regulated).
Witness and record annual over-pressure protection testing of control system. If required, this testing is performed on an annual basis (regulated and non-regulated).
Develop and implement TRC and PHMSA compliant Public Awareness Programs (regulated and non-regulated).
Provide complete electronic Record-tracking system (regulated and non-regulated).
Develop and implement compliant Drug and Alcohol programs (regulated and non-regulated).
Prepare and file annual TRC and PHMSA reports (regulated).
Maintain Rights-of-Way (regulated and non-regulated).
Assisting with TRC and PHMSA regulatory matters (i.e. taking lead at audits, assisting clients who wish to apply for and obtain an official TRC Operator number called a P-5, etc.) (regulated).

Inspect and record Navigable Water Crossings as required (regulated and non-regulated).
Install and/or replace pipeline right-of-way signage as needed (regulated and non-regulated).
Attend regularly scheduled meetings with Client to discuss operations and maintenance matters (regulated and non-regulated).
